Containment measures or mobility restrictions adopted by many countries to contain the pandemic have drastically restricted access to culture, making the whole cultural ecosystem fragile, in particular through the closure of heritage sites and cultural spaces, the cancellation or postponement of cultural activities and events, and the disruption of cultural production.

These measures have had a strong impact on the cultural sector, which is mainly composed of micro, small and medium enterprises, and a relatively high proportion of freelancers and informal workers. Although countries have generated different measures and instruments in response to the impact of the pandemic on the various sectors of the creative economy, there are yet no precise estimates of the magnitude of the phenomenon at the regional level that would allow the designing of long-term public policies to support creation, production, distribution and access to cultural goods and services.

As a consequence, UNESCO has joined forces with SEGIBOEIIADB and MERCOSUR Cultural to hear the opinion of workers in the sector, so as to have updated information that will contribute to the development of policies to strengthen the creation, production, distribution and access to cultural goods and services within the new context.
